Question Bad image application

Computer specs:
Dell xps
M2010
Windows XP home edition

I keep getting the error message:
DLL C:\windows|system32\CRYPNET.dll is not a valid windows image. Please check this against your installation diskette.

Does anyone know what this is? How do I fix it? Dell installed the XP when I bought it. I'm thinking it's a corrupt file or a missing one.
