Desktop Icons and Taskbar Missing

To put it simply, my taskbar and desktop are missing. All that is there is the wallpaper.

Here is what I have done and what I have found:

Started up the computer in Safe Mode. The same problem occurs.
Ran antivirus and antispyware programs to no avail.
Brought up the Task Manager and tried to open explorer.exe. It will not open.
Looked up answers involving changing or deleting registries to solve this problem. (My registries were fine though, so I can't say that I made these changes).

Any other solutions I can try?
