Outlook Express was unable to locate the digital IDs of the following recipients

A client of mine uses Outlook Express 6. I got a Security Warning when i send mails to a recipient for the first time. "You do not have a digital ID. If you send this message, it will be sent properly, but you will not be able to read it in your sent items folder. Send anyway?" And the options are Yes or No. When you click Yes - it says "Outlook Express was unable to locate the digital IDs of the following recipients:" and it lists the recipients. "You can choose to send this message without encrypting it, or you can cancel sending this message." Then you can choose "Don't Encrypt" or Cancel. Then it says "You cannot send digitally signed messages because you do not have a digital ID for this account." I want to turn this off. I do not care about encryption. When I set this e-mail account up on any other machine I do not get the error. How do I shut it off?
