error code 1B22:061B regarding system audio

I have sound through my speakers if I play a cd or open windows media player, but I have no system sounds (like shutting down etc..) I am unable to play any internet sounds from sites like youtube or sounds attached to emails. I have updated the driver, performed EVERY diagnostic test and all I get is that I can give the error code 1B22:061B to Dell technical support, but they want my credit card number which I don't want to do. So hopefully someone can help me!
