Angry Empty Device Manager

So.. for the past month or so I haven't been able to see anything in my device manager. I've tried literally everything I've seen in the past threads about the same topic.

First, I tried to reset permissions in Registry Editor, but it seems fine since all the permissions are set fine. But when I try to replace permissions on all child objects, an error comes up that says "registry editors could not set security in the key currently selected, or some of its subkeys"

Apparently its because I'm on a user account that doesn't have permission to change the keys. But I'm on the administrator account!!

Second, I tried going to msconfig to enable all services. But they were all enabled anyhow. But I did it again and rebooted, nothing happened.

Third, I checked to see if my PNP services were on Automatic and they were.

Fourth, I tried checking if I had ContextPlus on my Add/Remove Programs but it wasn't there either.

Someone help me before I die in my seat please?

It sounds like the Plug and Play service is disabled. You can view more information at the link below from Microsoft.

I'm sorry I just noticed that you said the Plug and Play service was set to automatic. When you checked was it also started?

Yes it was also started..and I can't pin point the problem at all as I've tried all the suggested solutions..
