User Sharing Internet Connection Problem

I am running XP with a cable modem and a Netgear router. I have 3 user accounts on XP(eg. x, y, z.). Here's the problem, if user "x" logs on to his XP user account and connects to the internet and/or e-mail then user "y" and "z" can't connect to the internet unless user "x" logs off of XP. I am pretty sure this started to happen after I installed the router and firewall. I reinstalled the hardware and software over and over again with the same problem reoccurring. I even tried a different model router. Any ideas? Thanks in advance.

I can't see this being a problem with the router. You said there is a firewall, that is most likely the culprit. What firewall is it (software,hardware?,zonealarm?).
