Windows Start Menu/Taskbar isn't coming up.

Angry Windows Start Menu/Taskbar isn't coming up.

When i start up my pc the start up is normal. but when after booting and entering my password.
I get a error pop up that says "resource not enough" and i click ok, then a installer comes up about something and says it is recommended to stop the installation. so i cancel it.

then my icons appear but no start menu/taskbar.
ive tryed right clicking it, it the taskbar proporties show up but there nothing there that i haven't tryed to get it back.

ive also tried system restore, but it says "cant restore, ill need to restart my computer then run system restore again" but ive done that, yet it says the same thing.

any possible help is appreciated
