Windows XP drive letter assignements?

I am getting ready to install a new hard drive, this will be my main drive. I currently have the following drives installed
Current system
Hard drive 1 C:\windows XP (Main)
Hard drive 2 D:\windows XP (game configuration) to be remove!
E:\CD rom

dual boot (default main) I believe it starts the boot process from hard drive 2 as this was the second xp installation.

New system
I want to do a fresh install with my new drive being drive C:\
multi boot to be

Hard drive 1 C:\windows XP new
Hard drive 2 D:\windows xp (main the old C
CD ROM E:\

will windows assign a new drive letter other than C: if I start from fresh since there is already a C: in the system?

The main idea is to keep the old xp install bootable untill I get all the files copied and programs installed etc. that way all my stuff is available, (and my wifes stuff)

Any ideas?

Possibly, take the HDD that you want to keep out of the system, and Install XP fresh, then plug the HDD back in, open explorer, and migrate your files and folders over. I just ain't real sure how it will act when you plug another drive with boot files in.

Thanks for your input, after previous experinces with XP, and thinking about this, I believe that disconnecting the existing drives and then installing a fresh XP on the new drives, then reconnecting the old drives should work, I also believe I can edit the boot.ini file to multiboot after they are reconnected,
I will let you know how it goes

I disconnected the old hard drive, did a fresh install of XP on the new drive, then reconnected the old drive, XP booted up to the new installation, and found new hardware (the old hard drive). no problems with this, I was unable to make this setup a multiboot but I copied all my files with no problems.

My setup was
Drive 1 C: XP
D: data
Drive 2 F: data (removed and not reinstalled)
CD-Rom E:

New setup
Drive 1 C:xp
D: data
Drive 2 (old drive 1)F: old xp files
G: old data

CD-ROM E:

I can boot my old xp drive by disabling the new drive in the bios.
(xp still find the new drive but as drive F: and G:
