Thumbs down Winstart has encountered a Problem?!?

Ok my account is the administrator in my computer but everytime I switch over to one of the limited accounts or even onto the guest account. When everything is starting up I get a message saying that

"Winstart has encountered a problem and needs to close. We are sorry for the inconvenience."

This happens every single time I sign on to one of the other accounts but nothing else seems different. It doesnt show up on my account, just on the other ones. Does anybody know how to fix this or what is causing the problem?

What is the full name? Is the full name just winstart, or is it winstart.bat or winstart001.exe?
