I wrote these instructions for another post. So I'm just copying and pasting with some modifications.

Alright here's what you do, and I use this method in pretty much getting rid of anything i can't delete through the explorer.

Go to, the "start" menu and "run" "command.exe" which opens up the dos window.

"cd" over to the directory where the file or application you want to delete is located.

when you are at the folder. run the taskmanager and end the "explorer.exe" process and any other process you think might be accessing the file or application you want to delete. Most likely ending the explorer.exe process is all you'll need to do. Stay away from anything with "svchost.exe" because most likely it'll make you crash if you try to end the process. Make sure it's spelled correctly because some viruses are a mispelling of it.

Afterwords, you will not have the explorer bar or start menu visible because you have quite the "explorer.exe" application. You should be able to safely delete the file or application in dos with "del <filename> or <applicationname>"

afterwords use the taskmanager to reboot or have it run "explorer.exe" to get your start menu and desktop back.

let me know if you have any questions.
