how do I restrict user

Hi,
I am using Windows XP Pro.
I can login in Adminsitrator mode.
I want to create a user so that the user should NOT be able to do the following options
1. the user should not view and/or change TCP/IP Properties
2. the user should not be allowed to install any new program to the machine.
3. the user should not be allowed to share his file
4. the user should not be allowed to uninstall any programs from the machine.

Also how do I create new user with various different combinations of system permisisons.

user accounts are control through Administrative policy, since you know what you really want to do then is is just matter of activating the policy.

go to control panel / Administrative tools / and go through the Local Security Policy.
