Check "Use visual styles on windows and buttons" not change themes

Hi,

I try check on [Use visual styles on windows and buttons] or [Adjust best apperance] and Apply many times but taskbar themes not change and its still the same as the orginal classic themes.

My [Theme service] is already Started.
Installed and run Luna themes at http://www.kellys-korner-xp.com/xp_tweaks.htm but taskbar themes not change.

Hope get some advice...
