deleting files that are in use

I posted earlier about not accessing the media content on my PC
It turns out that a movie i have is jamming up my system.
when trying to move stuff out of the dodgy folder one file said it cannot be moved as it is in use.
I tried to delete, move, rename, play..... It will not do anything!
How can I get rid of it ?????

Restart your computer. boot into safe mode.

When windows XP is in safe mode try and delete the file. That should do it.
