strange modem problem

Here is the problem:

Any program using the modem get a no dialtone message.

-Phone line is good and gets dialtone when connected to a phone, be it direct or thru the other connector on the modem.

-Device manager reports that the modem is working properly.

-querying the modem in control panel reports all the right info.

-drivers are up to date.

- I have tried 4 different modems (2 brand new) and ALL checkout the same.

I am guessing that there is a setting some where in XP that is causing this.

Any and all help please.

System:
1.6 P4
256MB Memory
MSI 845 Pro2 MoBo
Windows XP-Home

This may be crude and or not work but you could simply uncheck the "wait for dial tone before dialing" option under the modem properties modem tab

Probably obvious but...
Have you tried another modem cable to connect into the phone socket?
Or plugging the modem into another slot on the M/B?

Can you get hold of an external modem to try?

I'm not aware of any settings in XP that will cause this, although i have had the same problem before myself, it turned out that the cable was duff and also the driver cd with the modem was installing the wrong driver, so i manually installed it & all was well. However locating the right driver on these cd's can be a nightmare!

Windows still said the modem was working correctly even though it wasn't.

update

Thanks for the ideas. However, I had already tried those things.

when i had changed modems, i always used the same pci slot. XP never did ask for any drivers ( i found this unusual) but it did always show up with the correct modem in modems & devices.

I did try putting the original modem in a different pci slot and this time XP when into "new hardware wizard" and wanted the setup CD to continue. (found this incouraging)
Unfortunaly I did not have it with me. I will see what happens tonight and let everyone know.

Still looking for any ideas, since I do not know if this will work yet.

Thanks,
