Individual User Policy XP

Does anybody know if it is possible to apply a policy restricted to an individual user in XP. I have a new notebook that I need for work but my kids like to watch DVDs on it. My son likes to fiddle so I do not want them to be able to do anything else on it.
From what I can work out with local computer settings is you can only apply a policy to the members of the limited account not to individuals.

I think you need an individual account for each user you need to control.
