Add / Remove Programs
I need help, PLEASE! I recently had a very neat and trim peer-to-peer network setup by a consultant. I had just gotten a new computer [Windows XP Small Business] and moved my not-so-very-old one [Windows XP Professional] into my assistant's office (prior to the network installation). I am not sure, but I believe that the network installer must have taken it upon himself to
remove the "Add or Remove Programs" function from
the "old" computer's control panel. It is gone and I cannot figure out how to get it back. I was not able to get in touch with the him today and I am in need of a fix quickly. Does anyone have any ideas? [A step-by-step recipe works best for me. I know just enough to be truly scary when I am messing with a computer.]
On a much less important note... On the XP Professional computer, I have set the options on the user accounts to have them start up with the pretty welcome screen, but it contniues to start up in the classic mode. Any suggestions on how to fix?

First Day Problem Noticed:

Attempted Fixes:
Located appwiz.cpl and sent to desktop as a shortcut.
Result:
None (to speak of). When the shortcut is double-clicked, it flickers but nothing happens. When it is right clicked and set to "Open with Control Panel", nothing happens.
Permissions:
As far as I know - everything. I have tried to make sure that all policies are set with full permissions for me (administrator). It is very possible that I have missed something or accidentally set a conflicting policy, but I am not getting an access restriction message.
