Strange file popup

I have a strange file that appears on my desktop occassionally and I feel its a system of getting my email addressess. It is a text file full of mostly unreadable junk and has the file name of ~ thats all just ~
I delete it and it reappears after a few days. I have scanned with different virus scanners with nil result. I have also scanned with adaware and get the usual miners stuff. There are no strange email adressess in my address folder.
What is this thing?????
and more to the point how do I get rid of it. My spam has increased greatly due maybe to this intrusion.

Don't worry it is not a virus or anything bad it is caused when you are using Outlook Express, am i right in saying you use it? do this log on to OE send an email anywere and then take a look on your desk top and bingo ther it is again

Here's an explanation. I has to do with a bug in the April 2003 Cumulative Patch for OE (330994).

Thanks for that, I can now rest easy, its not a big bad wolf after all, just a microsoft stuff up.
