System Startup Shutdown

A little assistance would be appreciated please, to resolve this problem with my WINDOWS XP PRO operating system. All available service packs & upgrades have been downloaded & installed. The version #Build 2600.xpsp2.030422-1633(Service Pack 1)

Here is the basic problem info

1.0 The following message appears on blue screen at bootup during the WELCOME screen period.
2.0 Normal reboot just repeats the process. This error message repeats.
3.0 Rebooting into SAFEMODE & selecting a SYSTEM RESTORE POINT sometimes enables a reboot into full operating mode with SYSTEM RESTORE confirmed.
4.0 Sometimes the error message reappears and a reboot into SAFEMODE confirms SYSTEM RESTORE. Reboot then completes without an error message

Stop 0xC000021A or STATUS_SYSTEM_PROCESS_TERMINATED

"This message indicates a serious security problem with Windows XP—a user-mode subsystem, such as Winlogon or the Client Server Runtime Subsystem (Csrss.exe), is compromised. The most common cause of this problem is a third-party program, and the solution is usually to remove that program. This error can also occur if a backup set has been partially restored, causing a mismatch in system files, or if system permissions have been incorrectly modified so that the System account no longer has permission to access system files and folders."
