Unhappy Outlook 2002/2003 E-mail Notification Problem

Hi i have a problem in Outlook both 2002 and 2003 where as i cant seem to get the new e-mail notification alert to work. I have all the right options selected in the preferences.

The strange thing is it did it with Outlook 2002 so i unistalled it and carried on using Outlook Express until i upgraded to Outlook 2003 hoping the problem would be curred but no such luck. I have formatted and done a clean install scince i last used Outlook 2002.

The e-mail notification works fine for my Pop3 account but doesn't work for my Hotmail account i have which is my main account. I found some kinda of fix on Microsoft about Pop3 headers needing to be downloaded for e-mail notification to work but i tried this but no luck.

Im running XP Pro on a VAIO Laptop with Wirless Network and Nortons Antivirus 2002. I've tried disabling Nortons too but still the same.

Hotmail is http mail and I don't think it would work the way you want to implement it ( I will try in myself), but as far as email notification goes: here is the instruction directly taken from Outlook 2003:

On the Tools menu, click Options.
Click E-mail Options, and then click Advanced E-mail Options.
Do one or more of the following:
Display a desktop alert when messages arrive

Note Microsoft Office Outlook 2003 will not play a sound, change the mouse cursor, or display a New Mail Desktop Alert when you are running a Microsoft Office PowerPoint 2003 slide show on this computer.

I've already done that!

I've also just realised that its not synchronising properly either! I've set all groups to send/recieve every 1minute but its not doing it.

Outlook 2003 does support the HTTP Hotmail function Like Outlook Express.

Any other ideas?
