Question Old technology vs new technology

This may seem like a very old technology v.s new technology problem, but the thing is we are still working with very old applications and systems which can not be upgraded and with the operating systems upgrading, we get more and more problems with these apps my grandfather worked with.

Well, as far as I know you should be able to run old DOS files in WinXP command prompt.

I got the following problems:

Some project related files was last compiled using DOS and in some cases WIN95/98 with no problems.

Using Windows XP, the following problems are experienced:

1. The redirection symbol used for input files (i.e. the "<" symbol) is not recognized by XP.
2. The line continuation character (I.e. the "&" character) is not recognized by XP.
3. The command line in my setup of XP limits me to 128 characters. The command lines used for the project is much longer than 128 characters and in most cases cannot be truncated.

Note Problem number 3: The WinXP help file says that the command line is limited to 1024 characters, but this specific machine does not allow it at all.

Is there some setting or options to be able to run these apps in complete DOS mode in WinXP or should we give up and downgrade?

If anyone know something, please help me...
