Taskbar weblink toolbar

Just a quick question:

When opening a webpage from the taskbar Links toolbar how do set the page to open up in a new IE and not in an already open IE. As well as on the address toolbar.

Your help is appreciated.

I would guess you need to somehow force IE to launch again some how?
