System Volume Information is actually a part of System Restore; the tool that allows you to set points in time to roll back your computer. It's where XP stores your Restore points and associated information that makes them accessible. The size depends on how many Restore points you have.
(right-click) My Computer > Properties > (tab) System Restore allows you to select the percentage of the drive space allocated to restore points. The default setting is 12% of total drive size, but this can be increased or decreased depending on the number of restore points you want to have available.
