Taskbar Problem

small problem, but annoying:

Win XP Taskbar, when in auto-hide mode, stays down,
but every time ICQ or MSMessenger message comes
in - Taskbar jumps up and becomes visible. In Win 98
Taskbar, when in auto-hide mode, always stayed down,
and to make it rise one would have to reach it with a mouse.

Can Win XP Taskbar be set to behave same way ?
