3 'users', one software firewall?

Running XP Pro..
When I'm logged on as administrator, (my account), I have Sygate Firewall enabled.
If I switch to either of the othe accounts - 1 limited access, 1 Guest account - I'm wondering if my PC is still protected by Sygate? Or do I need to enable Sygate within the settings of each 'desktop'?
The Sygate application appears in my list of program files when logged into "Guest" or "Limited...", but I do not see the icon in the taskbar. Nor can I launch the app by clicking "Start", "Programs"...etc
At what level does the firewall operate? At the network level? in which case it seems the protection would exist despite the fact that I can't manipulate the application from "Guest"....maybe just "Admin"-accessible.
Or does it work at the application level?...making it necessary to permit access while in "Admin" and give rights to the other accounts?
I hope this makes sense. It's hard to put into words.

usually when you install a new program it will ask you if you want to install it for every profile or not,, but firewall application do not ask that question because the primary reason for the firewall is to protect your computer not one specefic profile,, do you follow me !! , so you should not worry about the protection while you are in other account,,, best thing would be to open Task Manger and see if your firewall is running in the back round or not,,, Also you could create a new test account with Admin rights and see if you can launch the application.
Q: At what level does the firewall operate?
A: Firewall runs in ALP level.
