I'm using Windows XP Home Edition and I get this error message whenever I try to run something "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Please help!

I can't access regedit or any command prompt or open any downloaded files or download any files as they all will lead to this message.

System restore does not work too! It still gives the same problem!

Has this always been happening, or just started?

Try booting into Safe Mode/Administrator acocunt and making yourself a new user account.
