Turning modems on

I was just wondering if anyone knows of a way I can disable windows xp from trying to detect if my modem is turned on or not at startup.

What happens is that if I don't have my modem on during startup, when I DO need to use it, windows reports that it's not connected even when I do turn it on at that moment.

Anyway, I used to have Win98 and once I installed my modem then, it didn't used to verify if the damn modem was connected or turned on everytime I booted up.

I guess this just irks me cuz I prefer just turning on my external modem when I need to connect to something.
