Need help with Explorer shortcut

In previous OSes, this opened Explorer to C:\ That part still works but I can't get that shortcut to allow Explorer to open with the status bar at the bottom. I check it under View, but when I close and reopen the window, the checkmark is gone. Running Windows XP Home, SP1. Any idea how to fix around this? Dell's foreign tech support is baffled, as am I.

I found this link while looking around the site. Sounds like it'll take care of my problem which, of course, has disappeared right now like when you take your car to a mechanic and the weird noise always goes away.
