Unhappy Modem won't work?

Okay i dont know much about my PC but i'll try it is a celeron1300, 126mb ram, my OS is XP home and the modem is a best best data fax modem! The problem im having is that i used a defragment prog (I defragged according to time) and my PC wouldnt work properly so i re-installed XP home and everthing was fine except that my soundcard and modem wouldn't work (when i got my PC everything worked - plug and play???)!! Eventually just searching the c drive i managed to get my soundcard working!?!?!? So i did the same thing for my modem, i even installed the software from a cnet CD that came with my PC but when i tried to connect to the net it just says dailing and then unable to establish connection! The ISP info on the pc is correct! Ive been to device manager and it says that the modem is working and that it is enabled! I spoke to someone about this and they said that i should completely uninstall all the info related to the modem and then re-install it!!! If the guru's out there have any ideas please can you help me, sorry for the essay but ive tried everything except take the computer into "shop"!

Uninstall the Modem,, the trun your computer off, remove the Modem from the slot that it is in and move it to another slot,,, restart your computer, at this point your modem should be redetected and re enumerated by the OS,, when it askes for the driver you can point it to thedriver folder (It may auto detect the driver),, when it is up and running,, use the HyperTeminal to dial out (find any number, even your ISP's number) ,, if the work,, the you can create a new account in DUN.

cheers
