Windows XP Programs Slow To Respond

An hour after hooking a modem and activiating DSL service, All Window XP programs are running etremley slow on my Dell 4500 Pent 4. The Start Up window seems ok for about 10 sec and then slows to less then a crawl. I ran the reinstall CD and experineced no improvement or error message. However, I did hold down the F8 key during reboot and got a message that said Windows can not run because of file missing <windows>(system32)ntoskrnl.exe. Could this problem be DSL or modum related?
