disk utilities for Win 98

I have a Windows 98 se system, Compaq presario, pentium III, 500 mhz, 128 mb RAM. The main diskdrive is a 13 gig hard drive. I filled it up to about 90% capacity and then installed a 60 gig drive. I pulled all the data off the main drive (C drive) and put it all on the 60 gig drive (E drive). The C drive now has plenty of room to spare. But system performance is still not all that great. I used the Microsoft Windows defragmenter, but it ran for over 24 hours, and seemed to be stuck in some kind of loop. So, I would like to hear what would be a good (and inexpensive) utility for defragmenting and generally optimizing a disk in this condition. I would really rather not have to reformat and reinstall everything.

Either Kill running tasks using CTRL ALT DELETE and run Defrag.
Or
Start in safe mode and run Defrag.
Or Norton Speeddisk immediately springs to mind.
It never finishes because some task is writing to the hard drive at intervals, so defrag has to stop and reread the disk for changes.
The first two suggestions will allow defrag to complete.
