I need help following the directions on this website

I created a new user account. Then I go back to the documents and settings.
The website says copy all the programs from the ?original user?
to the new user folder, the files will be named after the user,
but I only find these files:
All Users, Owner, User, Jon(the new
user account), and TEMP because im on the temporary profile.
Do i copy all the things in TEMP to Jon? Then window pops up and says this program alrteady in folder, replace? I say
yes, then another window pops up and says Cannot copy
UserClass it is being used by another person or program. WHat
now? Have I done eveerything right so far or no?
