XP unusable after Norton installation

Yesterday i installed on my XP professional Norton antivirus 2004 professional. I made a system check but after the next reboot i realizied that not any longer any command is executable. For example "Start -> Execute -> cmd" says: that no cmd.exe could be found; it's the same with rundll32.exe.

but when i look in C:\Windows\System32 there lies cmd.exe or rundll32.exe and all the others. I can call cmd.exe from the file explorer but only if i say "execute as", otherwise the same error message. B ut the runddl32.exe is still not callable even with this method!

Am i at the point to newly install or has anybody a great idea?
All the environment variables are still set: PATH, etc.

I tried to uninstall Norton but it's not possible with the rundll32.exe problem!

the only time i have seen what you describe is from the downloaded copy of norton from p2p programs where they use a crack, or serialz to use the program, i think the program has a file transferr error. i booted the drive up as a slave on my machine, saved the files, emails, and ie favorites......then formatted, reinstalled xp and put norton 2k3 back on. not sure how to actually "fix" the problem and being they didnt make back-ups this was the fastest way i could get done with it.
