Active X Plugin Question

How do you get IE to start prompting for the Active X Plugin Installer to comes up. I have users that select the “Always Trust” option and now all kinds of advertising software gets installed on the computers. I would like to show them when they see that “Security Warning” box to read it and make sure it is not going to download that kind of software. I can’t find anyplace where it will start prompting for it again.
