Can not delete Temporary Internet Files

Can not delete Temporary Internet Files

I have some files in Temporary Internet Files that I can not delete, I have used adaware, Norton disk cleaner and tried deleting and renaming file but has no effect, any ideas

Files in use can't be deleted and you won't be able to delete some until you reboot.

These files have been in the folder for the last few days, ms clean disk locks up useing 99% cpu every time I try to delete them and I have to go to end proccess in Task manager to stop, Norton cleans every thing else except these files every time. They don't seem to be a virus but they do concern me as they should not be there and I can not delete them by hand.
