XP denies other users access to new HD

My newly intalled HD drive is denying access to other users except when I log in i.e. as administrator. How to make to accessible to all logged-in users as I do not want to make use of the shared folders.

Settings

Is File Sharing on? Check the security settings of the drive. If needed, add "users" with the nessassary rights.
