Question Restart doesn't go all the way

Hello! Hope you guys can help me.
Whenever I tell WinXP to RESTART, it will start the shutdown process, than the screen will go blank (but the PC is still on) and it will remain like that; I cannot even do the ctr-alt-del to reset it, and the reset button will not work, I have to shut down the PC by holding the On/Off switch for 6 secs, then turning it on again.

It is running on an Award BIOS, and though I have tried deactivating the APS power Mng. from the BIOS, still no luck.

If you're running Norton AV, take a look at You cannot log off, restart, or shut down your Windows XP-based computer.

If that's not it, look through the links on this MS page to see if any of the articles linked to there apply.
