Serial mouse problem again

Yesterday I made the following post:
"I'm trying to provide support to someone using XP pro on a Dell laptop. The external serial mouse which was connected and working last week has disappeared. I can't find how to add it back."
Soon after I found that the solution was to go to Control Panel>System>Hardware>Device Manager right click on Com 1 and select Scan for Hardware Changes.
Unfortunately, I now have a different user reporting a similar problem but this solution doesn't work. Until today, he's never tried to connect a serial mouse. Whatever he does, including scanning for hardware changes, fails.
Any advice gratefully received.
