By default, System Restore reserves 12% of available disk space on every drive. Nowadays, with large hard drives, that's way too much. I have a 100 GB hard drive and there's no way I need 12 gigs for System Restore. I've changed mine to 5% (which is still considered high). I set quite a few Restore points and I have a lot of unused space, so the higher setting just means that I don't have to think about running out of space when I create another Restore point.

It's already set at 12% when you install XP. Yes, you would normally want 12% or less, but you can adjust it up or down in System Restore settings.
