Go to the Run dialog and type services.msc and scroll down to "Windows Installer" and make sure it's running, like njovin said.
That's about the only possibility.
Also, you must have COM+ Event System and Task Scheduler services started in order for Bootvis to do anything besides waste time. I leave Task Scheduler on anyway so I can make use of the Prefetching.
I know, it's annoying but M$ decided they had to be running.
