Folders - dynamic, not static shuffling?

When working with images - Where is the option to toggle ON dynamic shuffling, or whatever it's called. In other words - How do I make it possible to re-arrange thumbnails dynamically within the folder [and why would such high utility not be the default?] --- Thanks, Bob Niles
