Shut down Problem

Hi Hope you can help. I recently have statrted getting a problem where I have to click twice to get xp to either log off, restart or shut down. Some programmes inc norton close but that is all. I have checked eventvwr and we are getting an USER32 Event ID 1073.

XP home 2002 sp1
P4 1.6G
256 ram
norton av and fire
