Not Allowing Any Downloads In Windows XP Home Edition

Does anyone know any program or how to make Windows XP Home Edition to not allow any downloads? tks

several ways of doing this depending on your knowledge of computers, power toys like tweak ui are easy to use if you are not comfortable with regedits and manual settings. can download the powertoys here.

does that program make it so people cant download files from kazaa and any other p2p programs and any other downloads on any kind of site? tks..

Here's another idea. Go into your internet Security options and disable 'File Download'. Then, disable access to the Security tab as explained here:

Question

Would that apply to all user profiles, or just the one that you do it while using? I have a brother who downloads virsuses to my computer and I want to make it so his user profile can't download anything. I already have him on limited access, but while he can't install programs he can still download. If I could disable his internet file downloading, but keep mine enabled that would be great!
