admin password doesnt work

When I go to the windows recovery console, i type in the admin password but it says its invalid, even though i created one. how do i change the admin password? I went into windows with safe mode, then went to control panel, user accounts, and set a password for the admin, but I it didnt work.

you need a software called Winternal Admin Pack with Lock Smith module,, that would allow you to change any password on Windows 2000, XP, 2000 Server and Advance server system (very powerful stuff)
