MY WEIRD PROBLEM!! please help!

Ok, iv had a mjor problem with my computer, leaving me with the opton of reformting my computer, then reinstalling Windos XP, but now for some reason my XP isnt working properly, when i go to doownload things form the net, then install it, the program i am trying to install just dissapears. Certain things i go to run, and they start running, then they just dissapear, this is preventing me form installing the windows update or the MSBLAST patch succefully, cause it will start to install, then dissapear without being installed... this problem is puzzling me... PLEASE HELP ME!! has anyone else, had this problem??

Sometimes formatting is not enough , you have to remove your partition , fdisk , reboot & format again .

DIRECTIONS

1- Unzip file
2- Copy WIPEOUT to a Win9x/me boot disk
3- Boot with Win9x/me disk
4- At the A:\> type "wipeout c: /nq /np" (no quotes)
/nq = no queries - you will not be asked if you are sure.
/np = no partitions - this will overwrite the MBR

Press Enter .

Now run fdisk to set up partitions .
When done , reboot & format .
