Prompt to shut down the Internet connection when switching users

Cause: This is by design in XP.

Solution: To enable a permanent Internet connection with multiple users on your PC under Windows XP, open the Registry Editor, and navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\Current Version\Winlogon Right-click the right-hand pane, and select New > String Value. Name the value KeepRasConnections and set it to 1.
