Go to processes tab and verify "msmsgs.exe" is not running. If it is click on the process and choose "End Process"
Go into your Program Files folder.
Rename the Messenger folder to "MessengerOFF"
If you are unable to rename the folder in this manner then boot to safe mode and make the change.

It doesn't permanently get rid of it. It might go away for a while, but it'll come back. The Messenger Disable script is the only thing that permanently worked for me (www.dougknox.com->XP Fixes->Messenger Remove/Disable). Since you've probably dubbed around with it too much at this point you should reinstall messenger then use the script, otherwise it won't work.
