Solution:
The service: "Shell Hardware Detection" has been set to Manual or Disabled. Go to Control Panel, Administrative Tools, Services. Return this service to "Automatic".

    Insufficient detail as to detailing the CONSEQUENCES of whether "Hardware Shell Detect" is set to manual or automatic. For example: What OTHER services might it impact? If Any. (it also seems to affect removable memory cards in the WinXP MCE media reader slots) (even if it impacts no other services, it would reassure the reader to KNOW that.) What are the advantages/disadvantages of either setting? etc.
