Working with files when you can not tell what the file extension can be a huge pain in the butt. Thankfully, MS has made it possible for all file names with the extensions to be shown.
In any folder that contains files. Click on the tools menu and select folder options. Then click on the view tab. Locate where it lists Hide extensions of known file types and uncheck it. Click OK.

I need it to be permanent there must a policy setting that causes it to hide the file extensions again after a few minutes.
