The pop-up text affected by this setting includes "Click here to begin" on the Start button, "Where have all my programs gone" on the Start menu, and "Where have my icons gone" in the notification area.
START > RUN > GPEDIT.MSC > USER CONFIGURATION > ADMINISTRATIVE TEMPLATES > START MENU AND TASKBAR > FIND REMOVE BALLOON TIPS ON START MENU ITEMS > CHECK ENABLED > OK

I was tired of the wireless notification balloon. Every time I got connected or when there was a problem connecting, it would notify me with a balloon tip and it happened ALL THE TIME. It was very annoying. You would think Microsoft would have made a way to disable this easily. I'm glad I found your site. Thanks for showing me how to disable this.

that doesn't always correct the problem this is the proper way to remove balloon tips
1. In the left hand pane navigate to HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerAdvanced
2. Right click on the white region of Regedit's right hand pane, click New, and then click DWORD Value
3. Enter EnableBalloonTips for the name of the new DWORD Value and press Enter. The new value should now appear in Regedit's right-hand column.
4. Right click the new value and choose Modify.
5. Click Decimal and set the Value Data field to 0, then click OK.
By changing putting the value to 0 we are telling it not to put the balloon tips up.
